Job Title: Logistics Officer (Ukrainian Nationals Only)

Function: Operations

Job Group: Programme Support

Duty Station: Odesa (Ukraine) with travel to other NP sub-offices(including Mykolaiv, Kherson, Kharkiv and others)

Administrative Line Manager: Operations Manager

ABOUT US

NP is a global civil society organisation that works with people affected by violent conflicts to enhance their security and dignity through unarmed civilian protection (UCP) and by helping to transform the world’s response to conflict situations.

JOB PURPOSE

The Logistics Officer shall, under the direction of the Head of Operations, be responsible for logistical management of NPUA, supporting the logistical needs of both NPHQ and field offices. They work closely with the Operations team to ensure the ethical, safe and accurate procurement and management of NP assets and logistics.

KEY OBJECTIVES/RESPONSIBILITIES

The duties and responsibilities of the Logistics Officer shall include the following:

  • Design, implement and maintain an effective system of procurement, transportation, and storage of all project and office materials and commodities
  • Act as a focal point for logistical requests from the team, implementing and safeguarding field procurement system
  • Manage the sourcing and selection of suppliers, ordering & receiving for procurement of goods.
  • Develop and implement reliable and appropriate processes for orderly, effective and safe distribution of items in the field
  • Assist in maintenance and improving the project logistic systems, vehicles, generators and communications and other equipment

Fleet Management

  • Support the identification of rental vehicles and drivers including tracking of leases and payments.
  • Ensure that all vehicles have logbooks, and that all drivers and staff are filling them every journey
  • Ensure that all vehicles have: spare tire, first aid kits, emergency tool kit, emergency contact numbers, and internal vehicle numbers and that drivers carry out regular vehicle checks
  • Monthly compilation of vehicle log-sheets.
  • Schedule vehicle use to meet programmatic and operational needs.
  • Ensure that all the vehicles are properly maintained, assigned and used
  • Ensure logistical success of project goals, including transportation, collation of delivery/receipt paperwork and reporting
  • Formally report on logistical status of field sites to Head of Operations
  • Manage strategic relationships with customs clearance, airport authorities, NGO and military logistical personnel and merchants where applicable
  • Maintain careful records of all compound inventoried items, noting their movement and status
  • Assist in the procurement of needed supplies, including construction materials, base supplies, materials to support programs
  • Keep records of fixed assets on a fixed asset register and provide periodic inventory/asset reports and work for safeguarding of all organizational assets from misappropriations, wastage and loss. Work with relevant staff for periodic inventory/asset count.
  • Serves as a store keeper for all supplies and assets purchased.
  • Keep careful records of consumption, and submit supply orders to stock supplies for compound staff programs
  • Hotel booking for staff and partners
  • Travel booking for staff and partners, and maintenance of relationship with transport companies
  • Perform other duties as assigned by supervisor.

QUALIFICATIONS AND COMPETENCIES

Education, Knowledge and Experience

  • Education in logistics or business administration or related field,
  • minimum three years related experience and/or training; or equivalent combination of education and experience
  • Strong critical thinking and problem solving skills
  • Ability to cope with stress; flexibility and patience
  • Strong verbal and written communication in English, Ukrainian and/or Russian
  • Ability to network and build relationships with government, civil society, and community partners

Skills

  • Computer literacy including good skills in Microsoft Office applications.
  • Knowledge of Salesforce Nonprofit Success Pack is a plus.
  • Excellent interpersonal and team building skills, ability to work in a multi-cultural environment,
  • Ability to work under dynamic environment with work load
  • Good planning and organizational skills.
