PATH is currently recruiting for a Program Officer to contribute to implementation of Support TB Control Efforts in Ukraine project funded by USAID. This position is funded through September 30, 2022. Employment after that date is subject to availability of funds.

PATH in close cooperation with core partners, United States Agency for International Development (USAID), World Health Organization (WHO), UNICEF, and others, will work to provide responsive, demand-driven support to the Ministry of Health of Ukraine (MOH) to address emergent gaps and needs related to the COVID-19 response and health system recovery from the secondary impacts of the pandemic. Project activities will be guided by evidence and science, we will bring international know-how contextualized to Ukrainian settings to address outstanding issues, including workforce capacity, hospital preparedness, countermeasure development and distribution, epidemic forecasting and modeling. The main gaps are lack of intersectoral coordination of COVID-19 response activities at the national and local level as well as lack of capacity to provide data analysis to be used for decision-making. These major needs were identified and prioritized by the MOH during meetings between MOH and PATH. Therefore, the project’s strategic vision focuses on embedding and strengthening the current approach within government systems support for response management and coordination, as well as support for analytical efforts to inform the ongoing response and recovery and surge support to augment the national response.

Responsibilities:

  • Coordinate implementation of the Project’s COVID-19 response component.
  • Prepare monthly reports to USAID.
  • Liaison with the MOH, National Public Health Center, National reference laboratory on COVID-19, WHO, UNICEF and other partners on implementation of the COVID-19 related activities.
  • Coordinate Project’s input to Ukraine’s COVID-19 preparedness and response guiding documents development/revision. Provide technical leadership in activities implementation in line with three main project objectives on COVID-19 response.
  • Support management and governance related to the national response.
  • Provide analytical support and capacity building to MOH to inform COVID response and recovery.
  • Address outbreaks and secondary impacts at the regional level.
  • Support coordination mechanism across the government and partners at the national level to improve coordination, planning, and resource allocation.
  • Oversee capacity building strategy and activities of the national and regional human resources needs to administer vaccination programs.
  • Support the MOH and Center for Public Health, with the analysis and use of information to inform and drive decision-making and prioritize response efforts.
  • Oversee development and implementation of the infection control measures and recommendations.
  • Contribute to developing referral pathways for COVID testing, diagnosis and treatment.
  • Contribute to developing national and oblast-level participatory planning, information exchange, and monitoring and evaluation (M&E) to ensure ownership and sustainability of policies and practices.
  • Contribute to developing the Project reports.
  • Travel as requested by PATH to project sites.


Required Experience

  • A degree in epidemiology, infectious diseases, or public health.
  • Experience in working with COVID-19 emergency response in Ukraine.
  • Minimum 15 years of work experience in public health.
  • Experience working in/with Government of Ukraine public health institutions.
  • Demonstrated capacity to function as a technical expert for COVID-19.
  • Demonstrated ability to work with multiple partners on collaborative projects.
  • Fluent Ukrainian, both verbally and in writing.
  • Strong organizational and management skills.
  • Professional command in English.

Must have legal authorization to work in Ukraine.
