Ukraine Project

The authorities of Ukraine have requested immediate assistance by the International Commission on Missing Persons (ICMP) to account for missing and disappeared persons. ICMP will assist in finding missing persons, regardless of nationality, religion, role of the missing person in armed conflict, and will seek the cooperation of governments in such efforts as part of securing the rights of families of the missing and contributing to reinstating peace and stability.

ICMP will support Ukraine in accounting for missing and disappeared persons, including through initiating a large-scale data collection program to investigate disappearances and the whereabouts of missing persons through measures including the following:

  • Implementing an outreach campaign in Ukraine with direct participation by those most affected by crimes currently being committed to obtain on a large-scale report of missing persons from families, including information about the missing person, the circumstances and location of their disappearance, photographs and other supporting data;
  • Advancing the reporting of locations where missing persons may be found, including mass graves, other illicit burial sites and surface locations, and places of detention, using ICMP’s Site Locator application for mobile phones;
  • Deploying ICMP’s MyFace application, which makes it possible to submit reports of missing persons seen alive and add information relevant to photographs displayed on ICMP’s website; and
  • Working with Ukrainian authorities on the ground to collect data for direct import into the ICMP data processing system, including documentary and other evidence of human rights violations, war crimes, crimes against humanity and genocide.

Under the supervision of the Director, Corporate Services and working in close coordination with the Program Manager, the Finance and Administration Officer’s main duties and responsibilities are the following:

Financial Administration

  • Advise the supervisor and Program Manager on the implementation of program grants and projects from a financial perspective to ensure compliance with ICMP financial rules and regulations and donor financial management requirements
  • Review and process financial transactions in accordance with ICMP Financial Regulations and Rules and ensure project account codes and cost calculations are correct, funds are available and supporting documents are complete
  • Ensure Ukraine program compliance with ICMP financial policies and donor financial management requirements
  • Manage the Ukraine program imprest accounts and cash resources in accordance with the ICMP financial cash management policy and record transactions in the ICMP financial management system
  • Ensure the timely payment of vendors/suppliers in accordance with agreed contract terms and conditions and conduct bank reconciliations (in conjunction with the Treasury Unit)
  • Prepare the first draft of budget proposals and revisions
  • Prepare financial reports
  • Monitor budget implementation/expenditures and advise the Program Manager/Director of Corporate services on budgetary reallocations as needed
  • Ensure the Ukraine program financial documents are maintained/filed in compliance with ICMP policy
  • Support the management of Ukraine program facilities and maintain oversight of contracts from a contracting and financial management perspective.

Administrative Support

  • Advise the Director, Corporate Services on administrative policies and relevant matters pertaining to the Ukraine Program
  • Ensure the provision of office support services and support the implementation of program activities (e.g. Data Collection campaigns) from a logistical and financial perspective
  • Provide general office support as required; elevate issues to the supervisor as needed
  • Perform other related duties as assigned.

Requirements

  • Education and/or training in financial management, business administration, logistics/supply chain management is desirable, as is a professional finance or supply chain designation (e.g. CIMA)
  • Minimum of 6 years of relevant professional experience in an international or other organization in a similar role
  • Previous experience working in finance, procurement, and logistic functions
  • Knowledge of financial and administrative policies and procedures
  • Previous experience working within international organizations
  • Previous experience supporting field-based teams
  • Accounting, procurement, including reporting
  • Strong analytical and writing skills
  • Attentional to detail and the ability to work under deadlines

Mandatory Requirements

  • Professional fluency in written and spoken English, Ukraine and Russian
  • Proficiency in Microsoft applications, including Word, Excel, and Power Point
  • Proven ability to interact positively with colleagues regardless of culture, nationality, or gender
  • Ability to travel at short notice and to work flexible hours including weekends and evenings
  • Commitment to the underlying objective of helping the authorities and families of the missing to account for missing persons in an impartial and transparent manner

Benefits

This position will be based in Ukraine and may involve travel to the Netherlands.

This is a full-time fixed term position with a competitive base salary at the LES level 6 on the ICMP Ukraine salary scale, generous paid leave, and extensive health insurance benefits for the incumbent and any eligible dependent. For more details, please see the ICMP website.

This position is not eligible for expatriate allowances.
