Job Description

PATH is currently recruiting for an Access to Care Advisor to contribute to implementation of Support TB Control Efforts in Ukraine project funded by USAID. This position is funded through September 30, 2024. Employment after that date is subject to availability of funds.

The overall goal of the five-year Support TB Control Efforts in Ukraine project is to reduce the TB epidemic in Ukraine through early detection, appropriate care, and prevention for people living with TB, drug-resistant tuberculosis (DR-TB) and TB/HIV. The project will be implemented at the primary health care level and in TB facilities initially in eleven oblasts of Ukraine with the highest TB, DR-TB and HIV/TB co-infection rates (Dnipro, Mykolayiv, Odesa, Kherson, Zaporizhzhia, Kirovohrad, Kyiv, Cherkasy, Chernihiv, Poltava, Lviv and Donetsk (in the Government of Ukraine controlled portion) and in training centers nationwide (in Lviv and Dnipro oblasts and in Kyiv city at the National TB institute).

Responsibilities:

  • Lead the approach to develop evidence-based and patient-centered interventions to reach vulnerable and high-risk populations with tailored and appropriate activities;
  • Lead efforts to find and bring more patients to TB and DR-TB care, both adults and children; ensure that activities are technically sound and adhere to internationally endorsed and recognized guidance or have demonstrated proof of concept when supporting new interventions;
  • Participate in the Project planning;
  • Keep up to date on the latest public health and advocacy developments in assigned areas of work;
  • Contribute to reaching project indicators;
  • Support to local NGOs in assisting patients to adhere and complete TB and DR-TB treatment provided;
  • Liaison with STOP TB Partnership;
  • Contribute to TB-related stigma and discrimination reduction;
  • Support public information campaign and outreach activities;
  • Lead activities aimed at increase of domestic resources and sustainability actions at oblast level supported.
  • Travel to project Oblast at least 50% of work time.

Required Experience

Mandatory qualifications:

  • Advanced degree (Medical, Master’s or PhD) in medicine, health/public health, sociology, or epidemiology;
  • At least five (5) years of experience designing and implementing infectious disease outreach programs for vulnerable and high-risk populations, including but not limited to people living with HIV (PLWH), ex-prisoners, internally displaced people (IDP), persons who inject drugs (PWID), prisoners, migrant workers, refugees, elderly or children;
  • Demonstrated understanding of health-seeking behavior and patient support needs;
  • Experience successfully involving patients or key affected populations and civil society in project design and execution; and
  • Full professional proficiency in Ukrainian and/or Russian.

Desired qualifications:

  • Experience developing and implementing effective communication and community engagement programs;
  • Strong organizational and management skills; and
  • Professional English written and oral communication skills.

Authorization to live and work in Ukraine is required.
