National Child Safeguarding Specialist (f/m)

Location: Ukraine

Type of contract: Employment Contract

Duration: until 31 December 2023, with possible extension depending on funding

Mission

National Child Safeguarding (CS) Specialist drives the development and implementation of Child Safeguarding procedures in the Member Association. S/he takes a coordinating role in development of reporting and responding procedures in Member Association and the implementing partners. S/he builds CS capacity in the member association and provides technical expertise to national and programme CS teams and implementing partner organizations in implementation of CS procedures. S/he ensures cooperation and knowledge exchange between team members.

Tasks and Responsibilities:

  • Provides technical expertise to national and programme management staff on Child Safeguarding
  • Coordinates the implementation of the Child Protection Policy and related child safeguarding policy support documents in the member association according to SOS standards, policies and procedures.
  • Coordinates the development of national CS actions during the annual planning
  • Sets up reporting and responding procedures in MA in line with the national legislation and the minimum requirements of the policy support document on child safeguarding reporting and responding procedures in member association and the policy support document on child safeguarding investigations
  • Plans and technically supports management of CS investigations commissioned by ND
  • Prepare the quarterly and annual child safeguarding reports for submission the report for approval to the National Director
  • Follows up on reported CS concerns and incidents together with the programme CS team and reports to ND on the overall incident management progress in MA and implementing partners
  • Ensures that relevant child safeguarding documents and tools are available to child safeguarding team members at national and programme level
  • Collects, documents and distributes lessons learnt as well as identified challenges to ensure that relevant preventive, awareness raising and capacity building measures are planned and further implemented
  • Ensures implementation of CS reporting and responding procedures in the member association.
  • Conducts child safeguarding audits in all programmes of the member association and implementing partners
  • Monitors KPIs and provides reports on trends and developments in CS
  • Maintains the National Child Safeguarding Incident Register and monitors programme CS registers.
  • Identifies capacity building needs on child safeguarding at national level, in programmes and with implementing partners
  • In coordination with HR supports development and implementation of necessary training tools and processes
  • CS specialist monitors that all partners that we work with and who may have direct or indirect contact with children and young people supported by the organization must have their child safeguarding policy and procedures that meet the minimum requirements defined in the SOS CVI Child Protection Policy and related child safeguarding regulations and guidelines
  • In case selected partner organizations do not have their own child safeguarding policy and procedures, they may adopt and adjust the SOS CVI documents with support of CS specialist
  • Is responsible for informing partners about SOS reporting and responding procedures
  • Monitors that implementing partner organizations stand to the child safeguarding standards, required by the SOS CVI documents
  • Provide specific support (e.g. initial training to staff, further capacity building, support in setting up complaints mechanism etc.) if needed
  • Facilitates internal and external knowledge sharing on child safeguarding with a strong focus on prevention and capacity building
  • Participates in the regional child safeguarding network
  • Submits Child Safeguarding incident papers to International Office in cases with General Secretariat involvement
  • Responsible within own area of work to prevent and protect children from all forms of abuse, abandonment, exploitation, violence and discrimination.
  • Responsible to report any CS suspicion, concern, allegation or incident immediately following CS reporting procedures.

Requirements:

  • University degree in social science/social work, pedagogy, development or humanitarian aid, human law or related field
  • At least 3 years of work experience in the sector of civil society, development or humanitarian aid
  • Minimum 2 years of relevant experience in child safeguarding and mainstreaming in an emergency context
  • Knowledge of international protection standards, UN Convention on Child`s Rights.
  • Strong communication skills and ability to lead discussions/meetings
  • Ability to adapt to changing circumstances, work under pressure and cope with stress
  • Experience in establishing strong and effective working relationships with colleagues from different backgrounds and culture
  • Proficiency in English and Ukrainian
  • Willingness to potentially work in a volatile security environment
  • Readiness for business trips within the country to multiple locations (can be up to 50% of working time)
  • Sharing the values, aims and objectives of the organisation, and commitment to humanitarian principles and international humanitarian standards
  • Good proficiency in the use of Microsofr Office (Word, Excel, PowerPoint), email (Outlook) and online video conferencing tools (MS Teams, Zoom etc.)
