The international non-profit organization Management Sciences for Health Inc. (MSH) implementing in Ukraine the USAID-supported Safe, Affordable and Effective Medicines for Ukrainians Activity (SAFEMed), is looking for a Technical Officer, Procurement.

The position is full-time, based in Kyiv, Ukraine.

MAIN PURPOSE:

Procurement Technical Officer reports directly to the Senior Advisor for Procurement and supports the project activity around the workstream of Procurement.

The Procurement Technical Officer will support the project in the implementation of Procurement workstream projects and provide technical support in all activities related to it such as public procurement issues, expanding procurements of SE Medical Procurements of Ukraine to regional level, reorganization of SE Ukrmedpostach and assessment of its business model of operation, compliance of procurement and supply chain, capacity building and institutionalization of SE Medical Procurements of Ukraine.

Additionally, the technical officer will assist in coordinating communication with stakeholders and organizing and reporting on stakeholder meetings. S/he is expected to support technical advisors while they work with the Stakeholders, including the Ministry of Health (MOH), the SE Medical Procurements of Ukraine, the Center for Public health (CPH), as well as other counterparts like hospitals and other health care providers.

RESPONSIBILITIES:

Project implementation support and coordination:

• Support implementation of the activity plan of Procurement workstream with respect to processes related to public medical procurement and supply chain best practices in Ukraine.
• Support organizing stakeholder events, manage participation, leading, reporting, and communications throughout the events.
• Support translations.
• Collaborate with other USAID funded projects, government agencies, NGOs, and other organizations on issues of public procurement and supply chain; keep abreast of latest development and professional norms, standards, tools and methodologies.

Analysis and presentations:

• Support the regular quarterly and annual reporting according to the required project reporting cycle.
• Engage in literature reviews, analysis of key documents, and translating them into usable formats.
• Prepare short reports, presentations, and data visualizations for use in project activities.

Documentation and Reporting :

• Support writing technical briefs, newsletter stories, or promotional, communicational materials.
• With the guidance from STA assist in preparation of Procurement process, ex. preparation of Purchase Requests and assist in consultants’ scope of work (SoW) preparation as well as Consultants’ Selection Forms.

REQUIRED EDUCATION:
Required: Bachelor’s degree in public health, medical or pharmaceutical sciences, or in health economics or medical procurement and supply chain.

REQUIRED MINIMUM

EXPERIENCE:

At least 2 years of work experience in health development or systems strengthening projects in low- or middle-income settings, other NGOs preferably operating in medical and public health fields

KNOWLEDGE & SKILLS

• A good command of English and Ukrainian language (oral and written)
• Prior experience working with the key national health institutions (mentioned above) a plus;
• Results-driven and high level of attention to details;
• Strategic and analytical mindset;
• Experience in preparation of presentations and data analysis and compilation;
• Proficiency using Excel, Word, PowerPoint;
• Experience working in a cross-functional and multinational environment;
• Oral and written skills
• Strong teamwork orientation and interpersonal skills
